Power outages spurred by the combination of bad weather and utility shutoffs in a bad economy could boost cases of carbon monoxide poisonings this year, health officials fear.

This is a truly sad story. Maybe some of this economic stimulus/infrastructure spending could go towards BURYING POWER LINES so that they don't snap with every ice storm.

As to cutting off power for unpaid bills --

Are utilities -- electricity, water and gas -- really a discretionary commodity?
